The Higher Education Commission (HEC) has introduced the Special Equivalence Exam for Law graduates from Foreign Universities (SEE-Law 2025) as per the Supreme Court’s directives. Law graduates must pass this exam before taking the Law Graduate Assessment Test (LAW-GAT) for Bar Council admission. Registration for SEE-Law 2025 is open until April 14, 2025, for eligible graduates of HEC/PBC-recognized foreign universities. The exam is scheduled for April 28, 2025.
HEC Special Equivalence Exams SEE-Law are essential for law school graduates who want to pursue law practice or continue their higher education in Pakistan with an international law degree. The tests assess the knowledge and expertise of candidates in a variety of legal subjects.

The event will take place in the following five areas:
- Constitution of Pakistan
- Qanoon-e-Shahadat
- Civil Procedure Code
- Specific Relief Act.

Tests will be made up of Multiple Choice Questions {CQs) only. The test will be conducted on April 28, 2025, in the earliest possible time. Any change in the test communicated through www.hec.gov.pk and http://etc.hec.gov.pk .Applicants who register through HEC online registration process will be able to download their Roll Number Slip from http://www.hec.gov.pk and the same shall also be sent to their registered email address a week before the test date. An email or SMS will be sent out to applicants who have registered for the exam date and time as well as the venue.
Candidates must supply a valid email or mobile number when filling out on the application online. The Roll Number Slip along with the original CNIC is required to be brought into the Examination Centre on the test day.

The test will take place in the provincial and federal capital cities. Candidates April choose an examination centre from the list of options on the form for application. The test center that is selected cannot be altered.
Eligibility Criteria
To be qualified to take the HEC Special Equivalence Exams SEE-Law it is necessary to have a law degree in another country from an accredited institution. Additionally, you must meet the requirements to be admitted to the LLB degree programs in Pakistan that is a 14-year college and/or equivalent level. In addition, you need to have at least 50 percent marks in your law degree.

How to Register for HEC SEE Law Test 2025

- If you experience any issues with online registration, go to online assistance hec.gov.pk or go to HEC Secretariat, or contact HEC regional centers for assistance.
- Only applications submitted online will be considered in the SEE-Law Test.

- Download the bank challan form while registering for the test at http://etc.hec.gov.pk (Fee challan is only available at ETC online registration portal)
- Candidates must upload their an scanned and paid challan for fee which has been duly stamped at the HBL Branch, while completing the application form via ETC the online application portal to submit applications.
- Please write down your CNIC number at the bottom on the slip of deposit.
- The fee for testing is non-refundable and cannot be transferred.
- The last day to register online for SEE Law 2025 is April 14, 2025.
Other Requirements/Conditions
A score of 50% is needed to be able to pass this exam. Special Equivalence Examination {EE Law).Candidates must meet additional requirements, if they exist according to these Rules as well as Regulations of the Pakistan Bar Council .Candidates will be given the chance to take three times to pass the test. HEC is conducting the test two times a year, the first in February, and the second time in August the following year.
